Many countries could implement their obligations by switching t o nuclear power and natural gas electricity generation based on planning and decisions long before the Convention. Also, the Protocol was negotiated after the effects o f t h e major oil crises in the 1970s and thus without extra costs for the fulfilment o f t h e obligations in the Protocol, although there were some exceptions. Others were “helped” by the downturn in economic activity and the industrial structural changes following the dissolution o f the communist countries Council for Mutual Economic Assistance.

This momentum was maintained by holding a number o f meetings at the level o f environment ministers and o f conferences o f scientists and policy makers: Before the entry into force o f the Convention, a t the Stockholm Ministerial Conference on Acidification ofthe Environment (1982), the mainly Western Environment Ministers attending stated their interest in emission reduction measures for air pollutants, in particular sulphur dioxide. Large stacks used to achieve emission dispersion, which often led to long-distance transport, were considered an obsolete solution; Following the entry into force ofthe Convention, its independent managing organ, the Executive Body, was convened in June 1983.
